The shutdown was to protest against the two amendments to the Chotanagpur Tenancy Act (CNT) and the Santhal Pargana Tenancy Act (SPT) which allows agricultural land to be used for non-agricultural purposes after revision.

The two bill acts were amended in November 2016, despite strong opposition to this move. The amendment contradicts with the actual land acts which were formed to protect the rights of tribals and indigenous people of the state.

Under these acts which were enacted in 1908,  The land belonging Scheduled Tribes, Scheduled Castes, and Backward Classes were restricted to be transferred, however, the land could be gifted, transferred,  sold to  Scheduled Tribe member and residents of his own police station area on owners own will.
