DoPT asked to prepare proposal for lateral entry into civil services

New cadre policy by the Central government for IAS, IPS and IFS officers

Keeping in mind the Committee of Secretaries favouring lateral entry into the civil service, DoPT (Department of Personal Training) has been asked to put up a proposal for inclusion of outsiders in the middle level of the ministries.

The order has been given by PMO (Prime Minister’s Office) according to the sources. DoPT has been ordered to create a proposal for private individuals for appointment in the ranks of deputy secretary, director and joint secretary. The decision came in the wake of central government staffing policy paper according to which there is a great shortage of middle rung officers in management level.

According to a preliminary estimate, around 40individuals including academicians, successful entrepreneurs, social workers will be taken into joint level secretary posts to fill in the gap of officers.

The posts will not be given in the regulatory ministries such as Home, Defence, Personal or Corporate affairs, according to the reports.
