Flexible office timings to curb pollution and traffic congestion

In a bid to curb pollution from Delhi-NCR region, the  Central Pollution Control Board (CPCB) has asked the state governments to consider the introduction of flexible office timings to reduce peak-hour traffic.

The CPCB  is trying hard to control the  pollution level in Delhi-NCR by decongestion of fuelling stations by increasing dispensing machines, effectively and randomly check adulteration, prepare an action plan for public transport on CNG mode, undertake road widening and promote battery operated vehicles.

According to a report, Delhi government is to take steps in the next two months to prohibit the use of coal and kerosene as fuel for cooking in hotels and restaurants. In the same period, NCR states must take steps to expedite completion of eastern and western peripheral expressways and submit a completion schedule, maintain pothole-free roads and act against polluting industries.

A 30-day deadline set by CPCB  for state governments to initiate action on synchronising traffic lights, installation of vapour recovery system in fuel stations, introduction of mechanised vacuum sweeping of road.

The changes pertaining to it are some measures to be taken by state governments include flexible  office timings to reduce peak hour traffic, retrofitting of diesel vehicles with particulate filters, early alarm system to warn commuters about traffic congestion and route diversion, road  blocks, prevention of parking on roadsides and non-designated spaces and impounding of visibly polluting vehicles.

Much of the Delhi-NCR traffic comprises daily commuters who work in corporate and multinational offices. The congestion has forced a few companies to change their timings to non-peak hours. The report adds that over 37 steps has to be taken in the short and long term and the CPCB recorded their assent before passing an order under Section 18(1)(b) of the Air (Prevention and Control of Pollution) Act, 1981.

With flexible office hours, the CPCB hopes to reduce peak-time traffic to and from Delhi-NCR destinations (mainly Noida and Gurgaon) that cause morning and evening snarls on arterial roads. Jams on the Delhi-Gurgaon expressway -which is also the access way to the international airport -can last up to three hours.

However the Centre has informed the Supreme Court to desist from imposing a green levy on diesel cars of engine capacity of more than 2000 cc.  They also sait that there should be no judicial intervention.
