"The Gujarat government, while preparing the StatePlan, considers the proposal and priority included in the DDPsprepared by each DPCs. The state has constituted DPCs in 23districts. Such DPCs are yet to be constituted in 10 remainingdistricts," it said. Tenure of a DPC is five years and it is required tomeet at least once in three months, the CAG said adding, "Inall 23 districts having DPCs, no meeting was held during theyear. Further, the DDPs was not prepared in all the 23districts, which could have factored the aspirations and feltneeds of the rural populace." The report also rapped the state for non-utilisationof grants for PRIs. "As of March 2015, an unspent grant amountof Rs 456 crore of 13th Finance Commission was lying withPRIs. Non-compliance of conditions stipulated by theCommission resulted in the loss of central assistance of Rs672.63 crore as against the allocated grant for the period2010-15," the report said.
