Centre Makes Major Reshuffle In Additional Secretary Rank With 16 New Appointments

New Delhi: In a major step by the Appointments Committee of the Cabinet (ACC), sixteen officers were appointed as Additional Secretary in various departments and ministries on Wednesday.

Eleven officers were also elevated (in-situ) from the Joint Secretary to Additional Secretary rank in the same departments. 

The complete list of officers appointed and elevated are as follows:

  1. MP Tangirala (IP&TA&FS:1990), presently in the cadre, was appointed as Additional Secretary, Department of Financial Services.

2. Trishatjit Sethi (lPoS:1990) was appointed as DG (Training), Ministry of Skill Development and Entrepreneurship in the rank and pay of Additional Secretary. Presently, she is CVO, NTPC.

3. Ashok Kumar Kaluaram Meena (lAS:1993:OR) was appointed as CMD, Food Corporation of India (CMD) in the rank and pay of Additional Secretary. Presently he is working in the cadre state i.e. Odisha.

4. Rajesh Kumar Sinha (lAS:1994:KL) was appointed as Additional Secretary, Ministry of Ports, Shipping and Waterways. Presently, he is in the cadre state i.e. Kerala.

5. Satendra Singh (lAS:1995:JH) was appointed (laterally) as Additional Secretary, Cabinet Secretariat. Presently, he is Additional Secretary & Financial Advisor, Ministry of Chemicals & Fertilisers.

6. Piyush Goyal (lAS:1994:NL) was appointed as CEO, NATGRID (MHA). Presently, he is working as Additional Secretary, Ministry of Home Affairs.

7. Praveen Mal Khanooja (IA&AS:1994) was appointed as Additional Secretary, Ministry of Petroleum and Natural Gas. Currently, he is DG, Petroleum Planning and Analysis Cell (PPAC).

8. Longjam Siddhartha Singh (IA&AS:1994) was appointed as AS&FA in the Ministry of Defence. Presently, he is Joint Secretary, Department of Sports.

9. Partha Sarathi Das (IA&AS:1994) was appointed as AS&FA, Department of Posts. Presently, he is Joint Secretary, Department of Food & Public Distribution.

10. Pankaj Kumar Singh (IDAS:1994) was appointed as Additional Secretary, GST Council Secretariat (Dept of Revenue). Currently, he is Joint Secretary, Ministry of Housing & Urban Affairs.

11. Maninder Kaur Dwivedi (lAS:1995:CG), presently in the cadre, was appointed as MD, Small Farmers’ Agri-Business Consortium, Department of Agriculture and Farmers Welfare, in the rank and pay of Additional Secretary.

12. Archana Varma (lAS:1995:AM) was appointed as MD, National Water Mission, Department of Water Resources, River Development & Ganga Rejuvenation in the rank and pay of Additional Secretary. Presently, she is in the cadre.

13. Chandra Bhushan Kumar (lAS:1995:UT) was appointed as Additional Secretary, Department of Agriculture and Farmers Welfare. Presently, he is Deputy Election Commissioner, Election Commission of India. 

14. Rahul Singh (lAS:1996:BH) was appointed (In-situ) as Additional Secretary, Department of Personnel & Training (DOPT). Presently, he is JS, DOPT.

15. Gitanjali Gupta (lAS:1996:UT) was appointed as MD, Tribal Co-operative Marketing Development Federation of India (TRIFED), Ministry of Tribal Affairs in the rank and pay of Additional Secretary. Currently, she is CVO, Rail Vikas Nigam Ltd.

16. Chandraker Bharti (lAS:1996:UT) was appointed as Additional Secretary, Ministry of Home Affairs vice Piyush Goyal (lAS:1994:NL) on his appointment as CEO, NATGRID, by upgrading a post of Joint Secretary. Presently, he is Joint Secretary, Department of Defence Production.

The complete list of Eleven officers elevated (in-situ) from the position of Joint Secretary to Additional Secretary ranks are as follows: 

  1. Bhuvnesh Kumar (IAS:1995:UP) was elevated as Additional Secretary, Ministry of Electronics & Information Technology.

2. M. Maheshwar Rao (IAS:1995:KN) was elevated as the AS&FA Department of Space.

3. Shyamal Misra (IAS:1996:HY) was elevated as Additional Secretary, MHA

4. Puneet Kansal (IAS:1996:SK) was elevated as Additional Secretary, Cabinet Secretariat.

5. Nitesh Kumar Vyas (IAS:1996:MP), Deputy Election Commissioner, Election Commission of India was elevated (In-situ) in the rank and pay of Additional Secretary.

6. Parama Sen (IA&AS:1994) was elevated as Additional Secretary, Department of Investment and Public Asset Management (DIPAM), Ministry of Finance.

7. Rupinder Singh (IAS:1996:MH), DDG in UIDAI, was elevated as in the rank and pay of Additional Secretary.

8. Lav Aggarwal (IAS:1996:AP) was elevated as Additional Secretary, Department of Health & Family Welfare.

9. Usha Padhee (IAS:1996:OR) was elevated as Additional Secretary, Ministry of Civil Aviation.

10. Minhaj Alam (IAS:1996:KL) was elevated as Additional Secretary, Ministry of Food Processing Industries.

11. Manoj Sahay (IA&AS:1994) was elevated as AS&FA Department of Expenditure, Ministry of Finance.
