Another video of his rally was also shared with the same claim.

NewsMobile fact-checked both videos, and found the post to be false.
We checked and found the screengrab of the video in a report by NDTV, dated December 2019 with a caption: This is PM Modi’s first election rally in Delhi since he won the national elections earlier this year.
In the video, PM Modi talked about Citizenship Law, NRC, and Congress, but nowhere in the video he has announce that Rahul Gandhi will be arrested.
Hence, from the above information, it is clear that the video is being shared with a false claim.
We checked the video and noticed that at the beginning of his speech, he is greeting in Kannada. We found the video on the official YouTube channel of Narendra Modi. The video was streamed live on Feb 27, 2018, with a title: PM Modi addresses farmer rally on Yedurappa’s 75th birth anniversary.
In the video, we did not find any announcement of PM Modi regarding Rahul Gandhi’s arrest. Hence, it is clear that the video is old and falsely claimed.
