Doing a Google Reverse Image search, we found the same video uploaded by a Twitter handle claiming that he is the Madhya Pradesh minister Rameshwar Sharma.

Searching with the keyword ‘Rameshwar Sharma’, we found a part of the viral clip shared on a YouTube channel, INH News, on August 21, 2021. The title of the video identifies the man as BJP MLA Rameshwar Sharma.
As per his Twitter handle description, he is an MLA from the Huzoor Vidhan Sabha constituency of Madhya Pradesh.
Hence, it is clear that the viral video is being shared with a misleading claim.
