However, conducting a Google Keyword Search to know whether any leader from Manipur wrote a letter to Rahul Gandhi or not, Our NM team traced an article in India Today NE, dated June 24, 2023 and titled: Manipur regional party leader writes open letter to Rahul Gandhi, blames Congress for the current crisis.
The article informs that Naorem Mohen, General Secretary of the Manipur Patriotic Party, wrote a letter to Rahul Gandhi and blamed the Congress Party for being the root-cause of the present crisis in the state. According to the article, he alleged that the crisis is the outcome of the continuation of the British policy of Meitei containment by the Indian National Congress Party by encouraging illegal immigration from Myanmar and Bangladesh and converting them into a vote bank and not because of a fight between two communities.
We found another YouTube video — an extended version of the news bulletin in the viral clip, on the official channel of India Today, dated June 26, 2023, where one can clearly hear the anchor saying that Naorem Mohen wrote the letter to Rahul Gandhi.

Therefore, we can conclusively say that the viral post, claiming that Manipur Congress president wrote a letter to Rahul Gandhi blaming Congress for riots in Manipur, is misleading.
