It appears that she is participating in the Independence Day celebration. While sharing this video, people on social media claimed that a Muslim Collector participated in the Independence Day celebration while wearing a burqa.
A Facebook user shared this video and wrote, “यह वीडियो किसी देश का नही है जैसे अफगानिस्तान, पाकिस्तान, बांग्लादेश जैसे किसी इस्लामिक देश की नहीं, हमारे प्यारे देश की है क्या इसकी अनुमति है? मुस्लिम कलेक्टर साहिबा हिजाब पहनकर स्वतंत्रता दिवस समारोह में भाग ले रही हैं.”

Running the keyframes of the video through Reverse Image Search, we came across a report by the news website munsifdaily dated 26 August 2023. The title of the video reads, “Video of Burqa Clad VC DDC Hoisting Flag, Inspecting Independence Day Parade, Goes Viral”. According to the report, the viral video is related 77th Independence Day celebrations in Kishtwar district, Jammu & Kashmir. The woman in the video is the vice-chairperson of the District Development Council, Saima Parveen Lone, accompanied by SSP Khalil Ahmed Poswal, who hoisted the tricolour while donning a burqa.
This act also sparked conversations amidst the ongoing anti-hijab movement in India.
We then found an extended version of a viral video in which Saima Parveen can be seen hosting the national flag. We also found another video in which Saima can be seen delivering a speech from the podium while the banner of 77th Independence Day can be seen in the background. The title of the video reads, “Full speech of DDC Vice Chairperson Samia Parveen on the Eve of 77th Independence Day at parade ground.”
In further investigation, we found that Saima was elected as the Vice-Chairperson in the District Development Council ( DDC) elections held on February 18, 2021, in Kishtwar. At that time, Pooja Thakur, leader of the Jammu Kashmir National Conference party appointed to the post of chairperson.

It is to be noted that the official website of Kishtwar district mentions Dr. Devansh Yadav as the current District Collector of Kishtwar.
Therefore, we can conclusively say that the woman in the viral video is Saima Parveen, vice chairperson of DDC and not a Muslim Collector as claimed.
