Bill To Replace Ordinance For Control Of Services In Delhi Introduced In Lok Sabha

New Delhi: MoS Nityanand Rai introduced the Government of the National Capital Territory of Delhi (Amendment) Bill, 2023, in the Lok Sabha on Tuesday. The bill is to replace ordinance for control of services in Delhi.

The opposition members, including Adhir Ranjan Chowdhury, Shashi Tharoor, and NK Premachandran, opposed the bill. However, Home Minister Amit Shah refuted the contentions raised by the opposition members, saying that the Constitution allows the House to enact any law concerning Delhi.

Shah further stated that the Supreme Court judgement has clarified that parliament has the authority to enact laws regarding Delhi and that opposition parties are opposing it for political motives.

The Central Government enforced an ordinance on May 19, taking control of the transfer and posting of IAS and DANICS officers in Delhi. The bill grants authority to the Central Government regarding matters pertaining to the administration of the National Capital, which includes the functions, terms, and other conditions of service of officers and employees.

The ordinance was brought in after the Supreme Court decision that provided the elected government authority over transfers of bureaucrats, with the exception of issues involving the police, public order, and land.

The ordinance has sparked a dispute between the centre and the elected Delhi government over administrative jurisdiction.
