"They gave 14 licences, six of which were given inGurgaon last year and 8 more were given in 2016, out of whichfive were for Gurgaon. Now, can they say they have followedthe wrong policy," he asked. Hooda also hit out at the Dhingra Commission,saying that "In its own order, after sending a notice to me inMarch this year (for deposing before it), the commission saidthat documents were not provided to me as there was nospecific complaint against me". "Under the Commissions of Inquiry Act, 1952,particularly Sections 8B, no adverse finding can be givenagainst any person without giving an opportunity of beingheard, opportunity to produce evidence in defence and to crossexamine witnesses. Nothing was done in my case by thecommission," he claimed. "Copies of complaints and irregularities/illegalitiesin granting licenses/CLUs were not sent by the Commission (tohim) as the Commission had not intended to put any specificcomplaints in respect of the specific licences to him. In casethe Commission had received any specific complaint about theconduct of Hooda, it would have definitely sent him the copy,"the former CM said quoting from the Commission’s March 25order.
