A Chicago-based YouTuber known for reviewing luxury fragrances has been charged in an alleged retail return fraud scheme that investigators say involved swapping expensive perfume bottles with modeling clay or used containers before returning the products for refunds.
The case, dubbed “Operation Eau de Fraud,” was launched by the Cook County Sheriff’s Office after luxury retailer Nordstrom reported suspicious perfume returns earlier this year. Store employees allegedly found boxes that appeared factory-sealed but contained either modeling clay or previously used fragrance bottles instead of new products.
According to investigators, Philip Carter, 30, allegedly ordered high-end designer perfumes online, removed the original bottles, and replaced them with fake contents. Authorities claim he carefully resealed the packaging using tools such as heat guns and glue before sending the products back for refunds while keeping the genuine fragrances.
The investigation led detectives to Carter’s Chicago apartment, where officers executed a search warrant on July 22, 2026. During the search, authorities said they recovered 714 fragrance bottles with an estimated retail value of $250,000, along with resealed perfume boxes, modeling clay, glue, heat guns, and other packaging materials believed to have been used in the alleged operation.
Investigators believe the seized collection could represent only part of the suspected scheme and are examining whether retailers beyond Nordstrom were also affected. Officials are reviewing purchase records and recovered products to determine the full extent of the alleged fraud.
Carter also operated a YouTube channel focused on luxury fragrance reviews, new perfume launches, and collection showcases. Investigators are examining whether any perfumes featured in his videos or distributed through giveaways may be connected to the alleged return fraud.
The Cook County State’s Attorney’s Office has approved three felony counts of mail fraud and three misdemeanor counts of theft by deception against Carter. The case will proceed through the Illinois court system, where prosecutors are expected to present evidence supporting the allegations.
Retail return fraud has become an increasing concern for businesses selling premium products online. Many retailers now use tamper-evident packaging, serial number tracking, and advanced fraud detection systems to reduce losses from fraudulent returns involving substituted or counterfeit items.
Authorities have indicated that the investigation remains active, and additional charges could follow if further evidence links more retailers or transactions to the alleged scheme.
