On November 25, the Cabinet Committee on Economic Affairs (CCEA), led by Prime Minister Narendra Modi, approved the PAN 2.0 initiative. The government has allocated ₹1,435 crore for this project, which aims to revamp the current PAN/TAN system to enhance efficiency and make it more convenient for taxpayers.
Union Minister Ashwini Vaishnaw emphasized, “The PAN card is an essential part of life, particularly for the middle class and small businesses. It has been significantly upgraded, and PAN 2.0 has been approved today. The existing system will be enhanced, with a new digital infrastructure introduced.”
What is PAN 2.0?
PAN 2.0 is a complete overhaul of the Permanent Account Number (PAN) system, designed to provide a smooth, digital experience for taxpayers. The initiative aims to consolidate both core and non-core PAN/TAN services into a unified, paperless platform, in line with the government’s Digital India program. The upgraded system will include a centralized portal for all PAN-related services and improved cybersecurity measures to safeguard user data.
The upgraded system seeks to establish PAN as a standard identifier for digital transactions across government systems, promoting uniformity and easing the compliance process.

According to the official release, PAN 2.0 will provide several benefits to taxpayers, including:

Do You Need a New PAN Card?
Union Minister Ashwini Vaishnaw clarified that existing PAN cards will remain valid. He stated, “Citizens will not need to apply for new PAN numbers. The upgrade is intended to enhance functionality without affecting the validity of current cards.”
However, taxpayers will have the option to upgrade their cards to include the new QR code features at no extra cost.
India has issued 78 crore PAN cards, with 98% of them held by individuals. While the current PAN/TAN 1.0 system has been in use for years, it lacks the technological advancements needed for modern tax administration. PAN 2.0 aims to address these shortcomings by reengineering taxpayer registration processes and aligning with the government’s broader e-Governance and digital transformation goals under the Digital India program.
