NewsMobile fact-checked the above claim, and found it to be MISLEADING.
Doing a simple Reverse Image Search, we traced a Mumbai Mirror report carrying the same viral image with a caption: “Sonia Gandhi holds a young Rahul Gandhi in her arms. Photo: D Kumar/ BCCL”. We found out that BCCL refers to Bennett, Coleman and Company Limited, also known as Times Group.
The same picture had been uploaded on the Times Content website with a caption: “Prime Minister Indira Gandhi along with her grandson little Rahul, in the arms of his mother Sonia, poses for a photograph at her residence in New Delhi on May 09, 1971”.
The entire image shows Indira Gandhi dressed in a saree. A clearer version of the image had also been tweeted on January 10, 2018 on the Indian Youth Congress’ official account.

Doing a comparison between the viral image and the Times of India photo, one can clearly see her head covering’s pattern mirrors the design of her saree overall.
Thus, it is evident from the above information that the viral image does not show Indira Gandhi wearing a burqa, but she has tied the ‘pallu’ of her saree on her head. The cap worn by young Rahul Gandhi is not clearly seen in any of the photographs. Thus, we cannot independently verify the style of cap that Rahul Gandhi was sporting in the viral image.
