The notice, seen on the letterhead of the J&K Rural Development and Panchayati Raj Department, suggests that the official dates for elections have been announced.

Reviewing the official announcements from the Chief Electoral Office, J&K, the NM team found no such notification about the Panchayat elections. Given the political significance of Panchayat polls in the region, any official declaration would have been widely reported in mainstream media.
Additionally, the Office of the Chief Minister of Jammu and Kashmir on its official social media handle X has also debunked the claim.
