A video clip of a news report is doing the rounds on social media, claiming that Yogi Adityanath’s government has implemented the two-child population control law in Uttar Pradesh.
The post reads: माननीय मुख्यमंत्री MYogiAdityanath जी ने उत्तर प्रदेश सरकार में धमाकेदार शुरुआत कर दिया है वर्षों का इन्तजार खत्म, दो बच्चों का कानून लागू। (English translation: A wonderful move by Uttar Pradesh Chief Minister Yogi Adityanath ji. Years of wait is over… Two-child Law implemented.)

NewsMobile fact-checked the post, and found it to be old.
Since the viral clip in circulation is of Republic Bharat, the NM team scanned through their YouTube channel, and found the original video posted on July 11, 2021.
Another report by The Wire, dated July 10, 2021, states that the Uttar Pradesh State Law Commission released a draft of the proposed population control Bill, which promotes a two-child policy. The draft also suggests that violation people with more than two children will be debarred from contesting local body elections, applying for government jobs or receiving any government subsidy.
The Hindustan Times also shared key incentives of the policy in a report, dated July 10, 2021, with a description: “According to a draft of the proposed population control bill, anyone violating the two-child policy in Uttar Pradesh will be debarred from contesting local bodies elections, from applying for or getting promotion in government jobs, and receiving any kind of government subsidy. The Uttar Pradesh State Law Commission (UPSLC) states that the provisions are part of the draft titled The Uttar Pradesh Population (Control, Stabilization and Welfare) Bill, 2021…”
However, we could not find any official statements/reports suggesting that the bill was passed.
Thus, based on the above fact check, we can conclusively say that the video in circulation is old and the claim is false.
