FACT CHECK
NewsMobile fact-checked the claim, and found it to be misleading.
Running the video keyframes through Google Lens, the NM team identified several Instagram posts from October 2024, featuring the same footage and identifying the location as Florida.
The video has been credited to another Instagram handle @stevenmichaelcalabrese, which also carries the viral clip, posted on October 11, 2024.

As per the caption, the video is from Fort Myers Beach in Florida when Hurricane Milton hit the United States. Scanning further through local US media reports, it was found that Hurricane Milton made landfall on the west coast of the US in Florida in October 2024. (These reports can be seen here, here and here)
In contrast, Chennai experienced heavy rains and extreme weather conditions, due to Cyclone Fengal, since late November.
Additionally, a detailed comparison of both videos confirms that the viral video is identical to footage originally shared on October 11, 2024.
Therefore, the viral video claiming to show a flooded street in Chennai amid Cyclone Fengal is MISLEADING.
