FACT CHECK
NewsMobile fact-checked the above claim, and found it to be FALSE.
Performing a Reverse Image Search, the NM team found a TikTok account carrying the same viral video, dated September 19, 2023, with a location tagged as Pipiral toll in Villavicencio, Colombia.

The video was posted by the Colombian Internet marketing service outlet ‘Oriente Al Revés’ on Facebook on the same date. According to the video description, drivers passed through the tollbooths at Pipiral without paying during protests in the area.
Coviandina, the operator of the highway where the Pipiral toll plaza is located, reported that protesters were blocking the road on September 19, 2023. Spanish-language media outlets, including Infobae and El Tiempo, also covered the demonstrations.

Thus, it is clear that the viral video is from Colombia, NOT the US-Mexico border.
