In a firm stance at the United Nations, India has renewed its call for a more urgent and transparent approach to reforming the United Nations Security Council (UNSC). Speaking at a recent forum, India’s Deputy Permanent Representative, Ambassador Yojna Patel, highlighted the need for concrete steps to address long-standing issues within the council, particularly advocating for the adoption of text-based negotiations.
Ambassador Patel voiced India’s concern over the slow progress in the Intergovernmental Negotiations (IGN) process, despite recent efforts to enhance discussions. She praised the initiatives introduced by the IGN Co-Chairs, such as the digital repository and webcasting, but emphasized that these improvements have not translated into the meaningful advancement needed on this critical issue.
India’s key demand is the initiation of text-based negotiations, a process that has yet to be implemented in UNSC reform discussions. Patel argued that this method is essential for making substantive progress, as it would allow for more structured and focused deliberations. The absence of such negotiations, she warned, risks perpetuating the inefficiencies and delays that have plagued the reform process.
Patel also criticized the “Elements Paper” used in the discussions, pointing out inconsistencies and a lack of consensus on several important aspects. She expressed concern that the paper includes references that do not reflect the broader agreement among member states, which could mislead the ongoing efforts to reform the council.
Patel expressed reservations about the current draft input from the IGN Co-Chairs, suggesting that it may not adequately represent the views of all member states. She stressed that any final document must be based on broad consensus to ensure its legitimacy and effectiveness.
In her concluding remarks, Ambassador Patel reiterated India’s commitment to pushing for a reformed Security Council that better represents the current global landscape. She called for a clear and actionable roadmap to guide the reform process, warning that without a shift towards text-based negotiations and a more urgent approach, the efforts could falter, leaving the council ill-equipped to address the challenges of the modern world.
