The Telecom Regulatory Authority of India (TRAI) has introduced new consumer protection rules aimed at giving prepaid users more voice-and-SMS-only recharge options, including shorter-validity and monthly-renewal plans. The rules will apply to operators including Jio, Airtel and Vi after the implementation period.
What Has Changed?
Telecom operators must offer voice-and-SMS-only Special Tariff Vouchers corresponding to their bundled plans with validity of 30 days or less, with an appropriate reduction in tariff.
They must also provide at least one voice-and-SMS-only voucher that can be renewed on the same date every month; where that date does not exist, renewal will move to the last day of the month. At least one longer-validity voice-and-SMS-only option is also required.
What Does It Mean for Users?
The changes are aimed particularly at consumers who mainly use calls and SMS, rely on Wi-Fi, or do not need mobile data. The new framework should give them more flexible recharge choices without paying for unused data.
Will 28-Day Plans End?
No. TRAI has not ordered operators to convert every existing 28-day plan into a 30-day plan. The amendment focuses on expanding voice-and-SMS-only options and adding a monthly-renewal choice.
When Will It Apply?
TRAI notified the amendment on September 22, 2026. The rules come into force 30 days after publication in the Official Gazette, making implementation expected around October 22.
