Delhi not just rape capital but stalking capital:Maliwal to HM

New Delhi, Aug 31 (PTI) Delhi is not just "rape capital"but also "stalking capital" making it a highly unsafe city forwomen, Delhi Commission for Women (DCW) Chief Swati Maliwalinformed Union Home Minister Rajnath Singh today. "According to data of National Crime Record Bureau (NCRB)for 2015, Delhi is not just rape capital but also stalkingcapital. Last week, a 23-year-old girl was set ablaze becauseshe turned down a stalker’s proposal. I met that girl who hassuffered 95 per cent burns and is battling for life inhospital," she said in the letter to Home Minister. "We get so many complaints of this nature. However, thecommission feels that after the initial registration of FIRs,the victim falls into the trap of systemic rigmarole. Justiceis often delayed due to the high pendency of cases and delaysin investigation and forensic reports. "This has created an atmosphere in Delhi that hasemboldened the perpetrators of crimes against women who haveno fear of the system. Further, there is a high rate ofpendency in forensic laboratories. The lack of sufficientnumber of fast track courts has also lead to high pendency inthe courts," she added. Maliwal also reiterated her demands of constitution ofhigh-level committees on women safety and re-notification ofSpecial Task Force on women safety and thana level committees.PTI GJSRG
