New Delhi: Aam Aadmi Party MP Raghav Chadha slammed the Central government during the debate on the Government of the National Capital Territory of Delhi (Amendment) Bill, 2023, in the Rajya Sabha. Criticising the centre, Chadha said the bill is “political fraud, constitutional sin and will create an administrative logjam.
Chadha further emphasised that the BJP’s action has undone the four decades of dedicated effort by Atal Bihari Vajpayee and Lal Krishan Advani to make Delhi a full state.
“The BJP has destroyed the 40 years of hard work of Atal Bihari Vajpayee, Lal Krishan Advani ji to make Delhi a full state,” Chadha Said.
The AAP MP calling the bill unconstitutional and illegal said, “I have stood up to speak on behalf of 135 crore people in the country, not on behalf of 3 crore people of Delhi. Rarely before today would an unconstitutional, illegal piece of paper have been brought through a bill.”
Earlier, Union Home Minister Amit Shah moved the Government of the National Capital Territory of Delhi (Amendment) Bill, 2023, for consideration and passage in the Rajya Sabha on Monday.
The bill was earlier passed in the Lok Sabha. Shah, had earlier moved the bill in the Lok Sabha to replace the ordinance for control of services in Delhi.
Congress leader Abhishek Manu Singhvi criticised the bill during the debate.
“It violates the key concepts of federalism. Govt intention is to control and control by hook and crook, more by crook less by hook. It clearly overrides two SC judgements. Appointed chief executive of the state will come under secretaries. Budget for the NCT will be prepared by Delhi government, work will be done for Delhi and appointments of officials from top to bottom will be done by National Capital Civil Service Authority (NCCSA),” he said.
The Bill empowers the Central Government to make rules in connection with the affairs of the Government of the National Capital Territory of Delhi, including the functions, terms, and other conditions of service of officers and employees.
