New Delhi: A fresh set of winter pollution control measures came into force across Delhi from Sunday, November 1, with restrictions on older vehicles, construction activities and office attendance aimed at improving air quality. The measures will remain in effect until January 31, 2027.
Under the new rules, vehicles registered outside Delhi that do not meet BS-VI emission standards are barred from entering the capital.
The restriction applies to older petrol and diesel vehicles from neighbouring areas, including Noida, Gurugram, Faridabad and Ghaziabad. Electric and CNG vehicles, along with ambulances and fire tenders, are exempt.
Dust-generating demolition and outdoor construction activities have also been prohibited, except for specified essential infrastructure projects.
Indoor finishing, plumbing and electrical work can continue subject to dust-control standards.
Government and private offices have been directed to allow only 50 per cent of staff to work from office, with the remaining employees working remotely.
Essential services are exempt. Municipal Corporation of Delhi offices will operate from 8.30 am to 5 pm, while Delhi government offices will function from 10 am to 6.30 pm.
Parking charges at several public lots have been doubled, excluding facilities managed by the Delhi Metro Rail Corporation.
The ‘No PUC, No Fuel’ rule has also been introduced at petrol pumps. Around 500 fuel stations have been equipped with ANPR cameras to check vehicle details and valid Pollution Under Control certificates.
Special enforcement teams, cameras and an AI-enabled command centre will monitor compliance, with e-challans issued for violations.
Chief Minister Rekha Gupta has urged commuters to follow the rules and check traffic advisories before travelling.
