\ detention\\’ policy: Cong\ New Delhi, Oct 26 (PTI) Congress today said that the\government should adopt Parliamentary route while reversing\the \\’no detention\\’ policy under the Right to Education Act.\ \\"If an attempt is being made to change the character of\the Act or to tweak with the Rules, then the appropriate thing\would be to take it to Parliament because Parliament had\passed that Act\\", party spokesman Manish Tewari said.\ Noting that the Congress stands by the \\"essence\\" of the\Act, he insisted that \\"any dilution or change\\" in it should be\debated and deliberated in Parliament.\ Reports had it that states may soon overturn the policy\of \\"No Detention\\" upto class VIII as a top advisory board on\education yesterday left the decision on the issue to their\discretion while the HRD Ministry will soon take a call on\compulsory examination for class X under the CBSE.\ These were the decisions taken at a meeting of Central\Advisory Board of Education (CABE) which was chaired by\Union HRD Minister Prakash Javadekar.\ To a related question that Aligarh Muslim University was\also given the status of Minority University by the Act of\Parliament, Tewari regretted that for \\"political reasons\the current Government, because they have a particular\orientation, decided to change the affidavit\\" filed by the\UPA.\ He said the earlier government had told the Supreme\Court that if Parliament, in its wisdom, had come to a certain\conclusion and provided a certain status, the Courts shouldot be interfering with the wisdom of Parliament because\principally the \\"grounds for judicial review are very\restrictive\\".
