According to the description, the man in the picture with PM Modi is Kyrgyzstan President Sooronbay Jeenbekov. The picture was taken when Kyrgyzstan President gifted a traditional Kyrgyz hat and a coat to PM Modi during his visit to Bishkek for the Shanghai Cooperation Organisation (SCO) Summit in June 2019.
Hence, the above information concludes that the picture in question has no connection with China.
