We put the picture through Reverse Image Search and found that a similar picture was uploaded by news agency ANI on Twitter on August 29, 2017.

We then ran a keyword search and found the video of the ceremony on Reliance Foundation TV YouTube channel.
“Smt Nita Ambani conferred ‘Rashtriya Khel Protsahan Puruskar’ by President Shri Ram Nath Kovind,” the title read.
As per the list, Rajiv Gandhi Khel Ratna 2017 was conferred to:
