Delhi In High Spirits As Govt Allows Home Delivery Of Liquor Via App & Web Portal

The Delhi government on Tuesday has allowed the home delivery of liquor through mobile apps or websites. The notification has been issued under the amended excise rules governing the trade of alcohol in the national capital.

However, only holders of L-13 licenses will be allowed to carry out home deliveries, and not every liquor outlet in the city. Also, the government order refrains delivery to any hostel, office, and institution.

According to the Delhi Excise (Amendment) Rules, 2021, the license holders in the Form L-13 category will be allowed to facilitate home delivery of liquor.

“The licensee (Form L-13) shall make delivery of liquor at the residences only if the order is
received through a mobile app or online web portal and no delivery shall be made to any
hostel, office and institution,” read the notification of the Delhi Government.

Further, mobile apps and web portals will be developed for this purpose.

Last year, the Supreme Court had observed that the states should consider home delivery of liquor after visuals of crowding outside alcohol shops emerged following restrictions on their timings due to the Covid-19 pandemic.

The daily positivity rate of COVID-19 in the state has dipped below 1 percent for the first time since March 19, with 648 new COVID-19 cases in the last 24 hours.
