Putting the keyframes of the video through a Reverse Image Search, we traced the same video clip on YouTube uploaded in 2022. According to its description, the clip is from a 1981 film The Eighth Wonder of the World (Original title: Восьмое чудо света).
The entire film on YouTube had been uploaded in 2017.
