Fact Check: Did PM Modi Support ‘Ballot Paper Voting’ Before Coming To Power? Here’s The Truth About This Video

Date:

A video showing PM Modi speaking in support of ballot paper is being circulated on social media with a claim that he was against EVMs before he became the Prime Minister.

Facebook users are sharing the video with the hindi caption, “प्रधानमंत्री नहीं बनने से पहले ईवीएम के मुद्दे पर नरेंद्र मोदी जी का एक पुराना बयान बड़ी मुश्किल से मिला है। जरूर सुनिए। #BanEVM_SaveDemocracy”

(English Translation: Before becoming the Prime Minister, an old statement of Narendra Modi ji on the issue of EVMs has been found with great difficulty. Please listen)

Here’s the link to the above post.

FACT CHECK

NewsMobile fact-checked the post and found the claim to be false.

We ran a keyword search and found a report by NDTV dated December 03, 2016. The report mentioned that Prime Minister Narendra Modi addressed BJP volunteers at the Parivartan Rally in Moradabad, Uttar Pradesh.

The reports which highlighted the key points of Modi’s speech also had a point related to ballot papers. ‘The people who say Indians are illiterate, Indians don’t know anything. But around the world, people use paper ballots. India votes through a button’, the article quoted PM Modi as saying.

Taking a cue from this, we searched for the original speech and found the same on the official YouTube Channel of Narendra Modi, which was streamed live on December 3, 2016.

The title of the report read, “PM Modi at Parivartan Rally in New Moradabad, Uttar Pradesh.”

We listen to the full speech carefully and found the viral statement at 55:20 min of the video.

At 55:09 min he can be heard saying, “Some people say that our country is poor, our people are uneducated and they do not know anything. Brothers and sisters, when educated countries go to the polls, the voters read the names on ballot papers and then put a stamp on them, even today. This still happens in countries like America. However, in India, who they call uneducated, people cast their votes by pressing buttons”.
Thus, from the above text, it’s clear that a small clip of the video has been taken out of the entire speech and is being shared with a false claim. Moreover, the video was taken in 2016 while PM Modi came to power in 2014.
Hence, we can conclude that the viral post is false.
