NPR oustees await allotment of plots after HUDA officials inspection in Sector 110-A

The Huda recently carried out an inspection of vacant plots in the Sector 110-A area of New Palam Vihar, which are deemed to be offered to residents whose lands were acquired earlier for the Northern Peripheral Road (NPR) project.

The NPR oustees had refused to even consider moving to alternative plots till the Huda ensures the provision of necessary infrastructure and facilities. Following the inspection on Saturday, the Huda officials directed the enforcement team to clear all remaining encroachments in the area before allotting physical possession of the plots to the oustees.

The Huda had issued 61 allotment letters to the oustees on February 20. It has now speeded up the efforts to give physical possession of the plots after clearing all hurdles. Most of the plots that have been designated for rehabilitating the oustees are encroached on and lack necessary infrastructure.

Yashpal Yadav, administrator, Huda, who led the inspection team on Saturday, said, “We carried out inspections of the NPR and Sector-110 A area. Most of the encroachments have been removed. However, a couple of plots continue to have encroachments. One of them is a concrete mixing plant. I have directed the enforcement team to clear all encroachments at the earliest.”

He also inspected the Khandsa Drain along the Delhi-Gurgaon Expressway.

The Huda administrator had received several complaints from the New Palam Vihar residents and oustees on these encroachments. Now, Huda plans to give possession to these 61 oustees at one go.

Ramavtar Singh, an oustee, said, “The Huda’s enforcement team removed several encroachments at these plots a fortnight ago, but some plots still have them. We doubt if the Huda will be able to remove them.”

A litigation over the rehabilitation of the oustees has delayed the NPR project, also known as the Dwarka Expressway, for six years.

In 2010, the oustees moved to the Punjab and Haryana High Court, which in 2015, directed the Huda to make a suitable rehabilitation plan for them.

Of the 568 oustees in total, the Huda has planned to rehabilitate 212. A hundred of them have already received allotment letters.
